TA20 ARTC Track Force Protection Coordinator Level 3

Track Force Protection Coordinators Level 3 workers provide protection arrangements to workers who are conducting work activities on the ARTC managed Rail Network in Victoria. Track Force Protection Coordinator Level 3 responsibilities on the ARTC managed Victorian Rail Network between Albury and the Adelaide end of Dimboola Loop, between Maroona and Portland and in Phoenix Train Order Working territory between Benalla and Oaklands.

To succeed in this role, participants will need to have an understanding of rail safety legislation, be able to work well under pressure and possess excellent communication and problem-solving skills.

Participants will also need to be physically fit and able to work outdoors in all weather conditions, as work on the rail corridor can often be demanding and challenging.

This qualification is intended for people who want a career in transport and logistics as a Track Force Protection Coordinator for ARTC on the Victorian rail network.

If successful, a nationally recognised Statement of Attainment will be issued for the following competency units:

  • TLIL3084 Implement a local possession authority

Successful completion of the ARTC Track Force Protection Coordinator Level 2 assessment of competence allows the participant to:

  • to conduct track protection assessments
  • to implement, manage and cancel Absolute Occupations
  • to implement, manage and cancel a Local Possession Authority (LPA) – Benalla to Oaklands
  • to manually operating mainline points applicable to their area of operations.

  • Manage worksite protection using a Local Possession Authority (LPA) – Benalla to Oaklands

Entry Requirements

Participants completing this course must have been assessed competent as a Track Force Protection Coordinator Level 2 and must hold the following AQF competency units:

  • TLIF0020 Safely Access the Rail Corridor    OR
  • TLIF2080 Safely Access the Rail Corridor (superseded as at 28/01/2021 – Credit Transfer to TLIF0020 Required )
  • CPCWHS1001 Prepare to Work Safely in the Construction Industry  OR
  • CPCCWHS1001 Prepare to work safely in the construction industry (superseded as at 07/04/2022 – Credit transfer to CPCWHS1001 required)
  • TLIC0025 Pilot rail traffic within work authority and manage rail traffic through worksites
  • TLIF0010 Implement track occupancy authority
  • TLIF0023 Conduct track protection assessment
  • TLIF0027 Perform lookout duties
  • TLIF2082 Perform hand signaller duties
  • TLIF2097 Use audible track warning devices
  • TLIL3082 Implement absolute signal blocking
  • TLIL3083 Implement a track work authority and manage rail traffic through worksites
  • TLIL4069 Plan and coordinate protection for multiple worksites within limits of a work on track authority
  • TLIW0007 Operate under track protection rules
  • TLIW2037 Clip and secure points

Participants will also require a

  • Compliant Certificate of Fitness (Category 1 Rail Medical) and
  • Must be 18 years of age or above a the time of this course

Language Literacy and Numeracy (LL&N)

Participants undergo an assessment prior to commencement of training which assists us to identify any learning support which may be required. This course requires participants to have language, literacy and numeracy skill levels to be able to:

  • Read and understand work safety signs and symbols
  • Read and understand workplace policies, procedures and information
  • Understand basic spoken English
  • Communicate basic safety-related information

  • Knowledge Assessment
  • Performance Assessment
  • On-the-job workbook – where the participant continues to practice the tasks under guided supervision of a qualified person, recording hours/experience in a logbook

Delivery Method

This course is facilitated face to face

CERT offers various options for delivery.  Your local CERT Branch can provide the options available.  CERT may also offer delivery at workplace sites where adequate facilities for training and assessment are available.

Recertification

__________________

Recertification is required every two (2) years from the date of assessment.

Recertification takes four (4) hours.  Contact CERT Victoria to schedule your recertification appointment.

Medical Requirement

Category 1 Rail Medical (CAT 1)

This is the highest level of rail medical available and is for rail workers or contractors undertaking a safety critical role requiring a high level of attentiveness to their tasks and where sudden incapacity may result in a serious incident affecting the public or the rail network.
