Rail Labourer – Victoria Core Units (previously Cert II in Rail Infrastructure)

Our Victorian Rail Labourer course is a general qualification for personnel engaged in basic operations within the rail infrastructure environment who undertake a range of tasks involving known routines and procedures. This course was previously known as Certificate II in Rail Infrastructure.

This program aims to provide foundational knowledge and skills necessary for performing a variety of tasks in rail infrastructure maintenance and operations. The program will provide the required qualifications to fill the role as a Rail Labourer.
This role is for individuals working in the danger zone on or about the track performing general labouring duties, working under the supervision of specific Track Worker Roles like Track Maintainers. This course was previously known as the Cert II in Rail Infrastructure)

Upon successful completion of all assessments, a Statement of Attainment (Nationally Recognised) will be issued for the following units:
  • TLIB0012 Maintain and use hand tools
  • TLID0020 Shift materials safely using manual handling methods
  • TLIE1003 Participate in basic workplace communication
  • TLIF0025 Follow work health and safety procedures
  • TLIF2010 Apply fatigue management strategies
  • TLIU2008 Apply environmental procedures to rail infrastructure

The following topics are covered within this course:

  • Applying precautions and required action to minimise, control or eliminate identified hazards
  • Applying relevant legislation and workplace procedures
  • Communicating and working effectively with others
  • Completing relevant documentation
  • Using at least three different types of hand tools and related materials or equipment safely
  • Reading, interpreting and following relevant instructions, procedures, information and signs
  • Interpreting manual handling risks
  • Operating and adapting to differences in loads and products, goods or materials in accordance with workplace procedures
  • Selecting and using required personal protective equipment (PPE) conforming to industry and WHS/OHS standards
  • Working collaboratively with others when manually lifting and handling products, goods or materials
  • Modifying communication activities depending on operational contingencies and environments
  • Operating electronic communications equipment to required protocol
  • Reporting and/or rectifying identified problems in communication promptly, in accordance with workplace procedures
  • Responding appropriately to cultural preferences in the workplace, including modes of behaviour and interactions with others
  • Reporting identified problems, faults or malfunctions in accordance with relevant legislation and workplace policies and procedures
  • Identifying job hazards and taking required actions to minimise, control or eliminate identified hazards
  • Following routine service and maintenance procedures for equipment and vehicles
  • Implementing contingency plans
  • Adapting to changes in rosters and standard operating procedures (SOPs) as they relate to fatigue management
  • Adjusting lifestyle patterns to ensure effective fatigue management during work activities
  • Applying precautions and required actions to minimise and control the effects of fatigue when carrying out own work functions
  • Communicating effectively with others when applying fatigue management strategies
  • Identifying and meeting own learning needs about fatigue management related matters
  • Modifying activities and taking appropriate initiatives to manage fatigue in the workplace depending on work contexts, risk situations and environments

The pre-requisites for this course are as follows:
  • TLIF0020 – Safely access the rail corridor 
  • Current Category 3 Medical Assessment
  • Completion of pre-course activity workbook 

Language Literacy and Numeracy (LL&N)

Participants undergo an assessment prior to commencement of training which assists us to identify any learning support which may be required. This course requires participants to have language, literacy and numeracy skill levels to be able to:

  • Read and understand work safety signs and symbols
  • Read and understand workplace policies, procedures and information
  • Understand basic spoken English
  • Communicate basic safety-related information

Medical Requirement

CAT 3 Medical

A Category 3 Rail Medical, often referred to as a CAT 3 Medical, is an assessment designed to help non-safety critical workers make sure their health and fitness does not impact the rail network. The CAT 3 Medical tests your ability to operate safely in the rail corridor so you can hear instructions, move to a safe place, and maintain an awareness of your surroundings.
