NSW ARTC Protection Officer Level 2

Overview

This course is designed to cover the rules and procedures for using the Pilot Staff Working and Train Order Working using and compiling Track Occupancy Authority methods of worksite protection.

Upon successful completion of all assessments, students will receive:

Statement of Attainment (Nationally Recognised)

 
  • TLIC2081 Pilot rail traffic within work on track authority limits
  • TLIL4069 Plan and coordinate protection for multiple worksites within limit of a work on track authority
  • TLIL3065 Implement track occupancy authority
Certificate of Achievement 
 
  • ARTC NSW Protection Officer Level 2

Topics

The following topics are covered within this course:

  • Identify and obtain relevant ARTC Network information
  • Describe the general requirement of a TOA and complete relevent documentation
  • Define yard limits in rail vehicle detection system territory, train staff and ticket territory, and train order territory
  • Manage a TOA when there are joint occupancies
  • Understand Protection Officer’s responsibilities during TOA working
  • Pilot a work train or track vehicles within the limits of a TOA
  • Follow the correct procedure to compile an Infrastructure Booking Authority (IBA) form
  • Identify protection requirements for multiple worksites
  • Follow the correct procedure for placing and removing protection
  • Describe how to fulfil the authority

Entry Requirements

Including Language Literacy and Numeracy (LL&N):

Participants will undergo an LL&N assessment at the commencement of the course.  This course requires participants to have LL&N levels to be able to:
 
  • Read and understand work safety signs and symbols
  • Read and understand workplace policies and procedures
  • Communicate identified hazards and necessary instructions
Participants must also:
 
  • be a qualified Handsignaller Level 2
  • be a qualified Protection Officer Level 1
  • hold current Category 1 rail medical
  • CPCCWHS1001 Work safely in the construction industry
  • provide 100 points of identification on the day of the course
  • must hold :
    • TfNSW SX52 Accessing the Rail Corridor or
    • ARTC National Track Safety Awareness (NTSA)
    • a Rail Industry Worker (RIW) ID card with the above items listed on it

Assessment Methods

The following assessment methods are used within this course:

  • Theory assessment (in class)
  • On job workbook - this needs to be signed off by an already qualified Protection Officer level 1-4. You must be able to provide evidence from the person (must hold at least the minimum qualification of those being signed off) who has signed
  • Practical assessment - conducted one on one with a CERT assessor (at completion of on job workbook)

Delivery Method

  • Face to face workshop (two days) and then on the job training at participants workplace

Recertification

The ARTC Certificate of Achievement is valid for two (2) years from date of issue. Once the two (2) years is up, the student will need to return to CERT and complete a recertification to keep their competencies current.
