Endorsement by RISSB—a not-for-profit, accredited Standards Development Organisation (SDO) for the Australian and New Zealand rail industry—underscores the relevance and quality of these programs.

RISSB develops national standards, codes of practice, guidelines, and rules to harmonise safety practices for rail transport operators and rail safety workers across passenger, freight, and light rail networks. Its frameworks shape how operators manage risk, conduct investigations, and foster a just culture within a challenging regulatory environment.

CERT’s RISSB-Endorsed Rail Courses

CERT’s Rail Professional Development courses are designed to equip rail industry workers with both technical and strategic competencies, delivered through case studies, workplace-based learning, and formal assessment—setting the foundation for the future rail landscape in Australia.

TLIF5023 Undertake a Derailment Investigation

Ideal for: Engineers, superintendents, safety managers, and asset leads involved in incident response or safety management.

Delivered over three days, the TLIF5023 Undertake a Derailment Investigation course teaches participants how to investigate derailments using RISSB’s Derailment Investigation and Analysis Guideline.

Learners explore derailment mechanisms, evidence collection techniques, contributing factor analysis, and risk mitigation strategies.

A post-course assessment is required for certification.

TLIF0045 Investigate Rail Safety Incidents

Ideal for: Professionals responsible for or likely to be involved in broader safety incident investigations.

This four-day course builds the capability to lead structured rail safety investigations using a “just culture” approach.

Participants learn how to plan investigations, gather and assess evidence, conduct interviews, and write reports using root cause analysis and RISSB’s Contributing Factors Framework.

A Statement of Attainment is issued upon successful completion of TLIF0045 – Investigate Rail Safety Incidents.

Other Rail Professional Development Course

While not RISSB-endorsed, CERT also offers other rail professional development opportunities—such as Managing Assets in Rail—designed to support career progression in key operational roles.

Managing Assets in Rail

Ideal for: Current or aspiring rail asset managers and team leaders.

Focusing on workplace leadership and strategic asset management, this course includes the units TLIG0001 Facilitate Work Teams and TLIL0003 Apply Asset Management System.

Delivered face to face, the Managing Assets in Rail course covers asset condition reporting, team development, and maintaining management system records. Learners complete case studies and workplace projects to build a strong portfolio of evidence.

All courses include a pre-training assessment to identify learning support needs and ensure readiness. Training is delivered nationally, with certification awarded upon completion of assessments.
